dreamweaver is unnecessary, really.
I learned how to build websites using DW. It really helps you build a functioning site quickly. However, make sure you learn to build sites coding by hand using good clean marks up using XHTML and CSS. If you stick with the WYSIWYG feature in DW without the understanding of the codes, you may not build a site that is truly accessible.
Dreamweaver may look complicated at first when you open it, but if you just watch a few tutorials on it, it is very simple. Check out http://www.webnoobie.com they have a bunch of video tutorials that are geared for beginners.
